Whether or not you agree, I see a team of 8 to 12 members as the best chance of survival. As long as the team is set up properly, and works together it will function at top efficiency.
Vehicles:
-One small truck w/ trailer. (modified, explanation lower on page)
-Two to four scooters (2 scooters for an 8 man team, 4 for a 10 man team, and 4 w/2 side cars for a 12 man team)
Team Setup:
-Truck & trailer;
-Two in cab, driver and navigator
-Two in bed, defense
-Two on trailer, look out/ gunners
-Scooters;
-Two to six men in the scooters, scouts and supply runners
The reason i put so much stock into vehicles is this, through out the zombie infestation supplies in any given area will run short. Having a team that is setup for travel is not only the best way to keep yourself set on resources, it's also one of the safest things you can do. If you're constantly moving, there is an extremely smaller chance of being swarmed and surrounded by the undead.
Equipment:
-Scouts-supply runners;
-Protective clothing( Leather jackets, carhart pants, helmets w/facemasks, leather gloves.)
-Storage, backpacks, and storage units on scooter(empty side car if possible)
-Weapons,(small and easy to transport[pistol, sawed-off shotgun, machete, etc.])
-Truck bed(defense);
- Weapons, preferably close range weapons (bats, spears, axes, machetes, etc.
-Ammo- pipe bombs (see modifications description below)
-Trailer top;
-Weapons, rifles, shotguns, bow and arrows, ranged, etc.
Why scooters:
I'm a mechanic, i work in a scooter shop. A good scooter can reach 60-70 mph, and they have amazing gas mileage. One of my customers uses his scooter as his main source of transport, he spent 93 in gas in the last year. The scooters conserve gas, making it a bit easier to maintain the truck, plus they can weave through crowded streets and dense terrain. So you send the scouts on the scooters to find paths for the truck and trailer.
Modifying the truck:
It's a simple modification, you'll need some scrap metal poles and two of those water balloon sling shots. Mount two poles on each side of the bed and string the sling shots between them, now you have the drivers side and passengers side covered.
Why sling shots? Simply enough, the pipe bombs. It's an easy way to clear out swarms of zombies. And if you want you can mount a third to shoot over the cab.
Modifying the trailer:
More simple mods. First you'll need to mount two rotating chairs on the roof of the trailer (preferably with seat belts, or harnesses). Next one quarter of the interior of the trailer need to be closed off, make sure to leave a door to get into it. Now devise a system to ventilate this section, it needs to stay cool, it's going to be holding gas cans. Now you have a storage space for fuel, so if you find extra and your tanks are full you can just take it with you.
Picking your scouts:
This is pretty easy. Pick the craziest members of your team, they'll be the most apt towards speeding through infested towns and running from store to store for supplies.

I like your set up, however it has a few draw backs I would not want to take. BUT, that is just me. I can see how this sort of system would be very advantageous.
My first concern will be fuel. Your scooters may have great fuel efficiency, but your truck, especially one pulling a trailer, will not. You are going to have to know where your fuel is coming from, and whether or not you are even going to GET new fuel. Someone posted earlier that gasoline breaks down over time without treatment. Your trucks will be diesel though (I assume) which is going to help you out tremendously as for Gasoline.
Here is the cool part for me... I personally am going be building a compound to keep my family with children safe in. I am eventually going to be needing to run raiding parties to secure new equipment or food seeds, etc. I think it would be VERY profitable for you to provide "Ration Runs" or some such for those who HAVE holed up. You could charge a pretty penny (figuratively speaking) for the services to do what *I* don't want to do, but you are already doing anyway.
Something for you to think about. People who WANT to live on the move will be very beneficial to those of us who do not.

You are right about gasoline breaking down over time, i left type of fuels unchosen so each could choose their own. My personal choice for a truck would be a diesel, converted for bio diesel. Bio diesel would be much easier to come by, hundreds of thousands of restaurants across the country have grease bins and during a zombie invasion they would be untouched. As for conserving fuel in the truck. the truck would serve as a movable base camp, stationed at the safest point to be found(like a compound) while the runners and scouts spread to find supplies and or quick routes to the next "stronghold"

As far as deisel gas, there are a few setups that use old vegetable oil as a fuel conversion. My buddy has his F-350 set up with this system, and although it cost around $400 to get started, he now makes his own fuel, gets better mileage, and doesn't pay a dime for any of it.

Can't you make soup and bombs out of restaurant oil/grease in a z-day event ill be sure to stop at the local dennys and raid there oil/graese containters.

Personally i think it is a great setup. but i have been reading this book, the zombie survival guide by max brooks, u probably heard of it. he states that trucks are generally useless in that they need fuel, they cannot run on grass or fields or anytype of lands without a road. the roads will no doubt be hopelessly be clogged. i personally wouldnt use a truck, if possible get an armoured car (u can last for days in those), or if you need to transport goods or people across staggling fields then either a hummer (1 or 2), or the armoured u can keep people secured along with safe from the undead, even if if you've u stalled. i'd keep the scooters and incorperate bikes for scouts because they are silent and muscled power and need little care or maintennace. the only time i would need a truck would be for fuel or a simple barricade, to block a door or gate.
as picking scouts i would not go for crazy but sane and balsy and the people i know are either one or the other or both. but on the whole i agree with ur plan. feel free to snd me a message about my changes.

Did you have to use the b word (best)? I mean, I can pick apart a lot of drawbacks with this system. For one thing, scooter may be great on gas mileage, but they do not have environmental protection for the rider, thus riding one (or being forced to ride one) in bad weather can be detrimental to operator (properly trained or not). That is just one thing, I see more flaws. There is no best, there is what can or may work effectively for your purposes, but no best. One plan may work just as well as another. Not every group is going to have 8-12 people, in fact, it will probably be less than that. Again, the individuals themselves are an X factor in the equation that you cannot account for, they may not want to take orders or listen as much as give leadership and commands. Just things to think about. I will stop here for now.

Took a little while to channel enough hatred into this post. It's nothing personal or directed entirely toward you.

Ooh, I get to bust you on your own principles. While I agree wholeheartedly with the "there is no best option," I'd be fascinated how you know that survivor groups will "probably" be less than 8 people "in fact"?
I'd argue that one should prepare as best as possible for a flexible group number, because that's what I'd expect in a zombie outbreak. Let's say you start with 4, then you come upon a bus of school kids: 14. Half of the kids get eaten in an unfortunate encounter with the zombie bus driver: 11. Your group reaches Fort Pastor: Hurray, 150! Fort Pastor turns into a blood bath: You and Chuck barely escape with your lives: 2.
And Chilbert makes the most pertinent point: the composition of your group, its skills-or lack thereof, will probably define how successful you are at surviving. Trucks are great, but what if you have a bunch of medical billing assistants who don't know how to change a tire? Well at least your HMO will be billed.
Inevitably, your most consistent group will be Me, Myself, and I (hopefully you don't argue much out loud). That doesn't preclude the idea of "playing well with others." We are social creatures. And, it is by en large, socially and biologically advantageous for us to cooperate.
