I agree to a point, yes more people concentrated in one area is a bad idea, however, spread out in smaller units is how my group operates, I rarely allow any of my groups to exceed 25 men/women. But the groups are far enough apart to appear small, but are close enough together that even on bicycles, they are no more than 30 minutes apart so if the need arises, they may band together to make a larger unit, only to split up after a problem is solved, be it holding off a large number of Z's or fortifying a location.
