It's okay, but it loses a lot of focus at closer levels so it's really hard to make out what's there and what isn't. If you're talking geographical protection, then yes it is pretty good, but otherwise it's not much help that a road map wouldn't give you

Yes, they update very frequently. I want to say AT LEAST once per week, probably more. They're not super-hi-res cameras (compared to most camera-equipped satellite), so they just sort of scan a general area.

I think google earth would be pretty good at examining places and what not, but have they updated it? Cause i think the pictures were taken in 2005...
